At the fourteenth question, St. Thomas begins to discuss the operative attributes. First, he discusses the Immanent Divine Operations (qq. 14-24). Second, he discusses the Formally Immanent and Virtually Transient attribute (q. 25). Lastly, as an appendix, he discusses the blessedness of God (q. 26).
In the immanent Divine Operations, he first discusses the attributes pertaining to the intellect alone (q. 14-18), then the attributes pertaining to the will alone (q. 19-21), and, lastly, the mixed attributes (q. 22-24).
